The use of blockchain technology is expanding not only as the use of cryptocurrencies becomes more wide spread but also as other possible applications are becoming more apparent.

Blockchain is usually seen only as the domain of Cryptocurrencies, often associated with criminal actions, such as Ransomware, money laundering and tax evasion. However, as all technology by definition, it is in itself neutral, it can be used to steal and cause damages to others or it can be used to provide for a more secure society in the hands of judicial authorities and law enforcement.

As a new complex technology, one which its impact hasn’t fully reached mainstream discussion, its possibilities are yet unknown to the Judicial community.

The European Judicial Cybercrime Network (EJCN) as a group of experts on Cybercrime and Digital Evidence can take a leading step in broadening the knowledge of the judiciary in this respect, under the idea of discussing innovation with an impact in criminal investigations.

Gathered in The Hague, the Plenary of the EJCN as a forum of experts, is the right place to discuss new technologies or methods that can improve the efficiency of judicial authorities, namely one that can ensure a trusted chain of custody as well as a safe platform for prosecution, defence and Court to analyse digital evidence in safe, non-disclosed environment.

LOCARD is a project funded through the European Commission’s Horizon 2020 program, that aims to automate the collection of digital evidence in any electronic format and medium. Its goal is to provide a comprehensive management approach to handle digital evidence to be presented in a court of law, alleviating many issues of current art and practice. LOCARD aims to increase trust in the handling and processing of digital evidence and the management of chain of custody by providing transparency and using immutable chain of custody stored with blockchain technology.

During this topic discussion, the Network will be able to understand the concept behind LOCARD, its possible applications and receive feedback about the practical use of the Project by the Hellenic Police in criminal proceedings.
