Digital evidence is currently an integral part of criminal investigations, and not confined to pure cybercrime cases. Criminal behaviours like financial frauds, intellectual property theft, industrial espionage, and terrorist networks leverage the Interneand cyberspace. The very ubiquity of digital devices, e.g. smartphones, in modern society makes digital evidence extremely relevant for investigations about all kinds of criminal behaviour like murder, contraband activities, and people smuggling, to name a few.

Due to its nature, the use of digital evidence in a court of law has always been challenging. It is critical that it should be accompanied by a proper chain of custody, guaranteeing its source and integrity.

LOCARD aims to provide a holistic platform for chain of custody assurance along the forensic workflow, a trusted distributed platform allowing the storage of digital evidence metadata in a blockchain. Each node of LOCARD will be able to independently set its own permission policies and to selectively share access to digital evidence with other nodes when deemed necessary and upon proper authorization through fine-grained policies. LOCARD's modularity will also allow diverse actors to tailor the platform to their specific needs and role in the digital forensic workflow, from preparation and readiness, to collection, to analysis and reporting.

LOCARD will have a crowdsource module to collect citizen reports of selected violations, a crawler to detect and correlate online deviant behaviour, and a toolkit for investigators that will assist them in collecting online and offline evidence. This will be powered by an immutable storage and an identity management system that will protect privacy and handle access to evidence data using a Trusted Execution Environment. Blockchain technology will not only guarantee that information about the evidence cannot be tampered with, but allow interoperability without the need for a trusted third party.

Work Packages (WP)




WP1 - Project Management

The main objective of this WP is to ensure an optimal coordination and management of the project activities, guaranteeing the successful implementation of technical and financial contractual responsibilities, thus maximizing the effectiveness of the project results. This WP will involve all project partners in order to guarantee the project is well executed in terms of objectives, milestones and deliverables.

WP2 - Social, Ethical, Legal and Privacy (SELP) Framework

This work package is responsible for assessing the impact in terms of social/ethical responsibility, fundamental rights, data protection, and privacy, of the methods proposed in the context of the project (SELP). More specifically, a main objective is to address any issues identified during the design and the development phase of the project’s solutions.

WP3 - Specifications, Requirements and Architecture

LOCARD’s research and toolbox will contribute to elevate the level of security across Europe by providing the different actors involved in judicial proceedings with comprehensive tools to assure timely collection and the integrity of digital evidence. LOCARD’s identity management and blockchain elements will also support accountability of justice, and so citizens’ trust. Moreover, the crowdsourcing platform will put citizens in the loop, allowing them to timely report incidents and know that their input is evaluated.

WP4 - Research Contributions

This WP coordinates all the research that will be performed during this project. The main axes that will be studied in LOCARD are: i) collection of digital forensics in mobile devices, the cloud and streaming services/devices, ii) detection of online deviant behaviour, iii) blockchain technology in support of chain of custody management iv) identity management especially in the scope of blockchains, and v) Trusted Computing and Trusted Execution Environment, especially for executing Smart Contracts.

WP5 - Platform Implementation

The objective of this WP is to deliver the platform based on the specifications that will be provided from WP3 under the ethical and legal constraints provided by WP2. This WP will also integrate part of the research findings that will be made in WP4. Finally, the outcomes of the testing and validation phase (WP6) will also push further changes to the platform through an agile iterative methodology to fit the needs of the end users and provide bug fixes and functional improvements and other possible issues during the development phase.

WP6 - Testing, Validation, Demonstration

The objective of the Work Package is the validation of the LOCARD technologies, demonstrating that research results and the platform modules implemented are fit to be incorporated into a complete solution and that their performance and operations are compatible with anticipated operative scenarios. This Work Package will bring LOCARD results at least to TRL 6. It will rely on research results from WP 4 and software components and systems developed under WP 4.



WP7 - Dissemination, Communication and Exploitation

This work package is led by dissemination and exploitation specialist APWG.eu. The work undertaken in this work package will add value to LOCARD by raising awareness of the project with LEAs, application software vendors, user organisations and influential individuals. Outreach will especially be made to key bodies made up of entities whose members might become future schema providers. To ensure high impact results, this Work Package will build LOCARD community of interest, which will ensure that LOCARD reflects the latest developments in every aspect of the solution.



WP8 - Ethics Requirements

The objective is to ensure compliance with the 'ethics requirements' set out in this work package.
